Kevin arrived in Canada six years ago with a study permit and a vision for a new future. He spoke to us about the challenges he faced, including an initial CSQ refusal, and how with the right support, he ultimately succeeded.
Kevin came to Quebec to pursue a pilot training program, a transition that eventually brought him to Montreal, a city that quickly felt like home.
“Having been to Quebec before as a tourist, I knew it was a place where I’d feel comfortable starting over,” Kevin told us. “French is widely spoken here, and that made a big difference for me.”
His first impression of Quebec was shaped by the warmth of the people and the cultural contrast with Belgium.

After completing his training, Kevin obtained a Post-Graduation Work Permit (PGWP), which allowed him to gain skilled work experience in Canada, a key requirement for many immigration pathways, including those in Quebec.
During this time, he secured a job in his field and decided to apply for Permanent Residency (PR) through the PEQ – Programme de l’expérience québécoise (Quebec Experience Program). This program is designed for graduates and workers with skilled experience in Quebec.
In order to obtain permanent residency in Quebec, the applicants must first be selected by the province and receive a Certificat de sélection du Québec (CSQ). The CSQ is Quebec’s official selection document that allows applicants to then apply for PR at the federal level, where medical, criminal, and background checks are completed by IRCC (Immigration, Refugees and Citizenship Canada).
Like many individuals attempting the process on their own, Kevin initially submitted his CSQ application without professional guidance. Unfortunately, his application was refused by MIFI (Ministère de l’Immigration, de la Francisation et de l’Intégration) due to missing information and documentation.
“The paperwork was overwhelming, and making sure every detail was accurate was a challenge,” Kevin recalled.
After that experience, he decided to seek professional support.
“I reached out to Immigria, and thanks to the guidance from Ceren and Melissa, I was able to submit a complete application. Six months later, I received my CSQ.”
With the CSQ in hand, Kevin applied for PR at the federal level with the representation of Immigria. This step involves final checks by the Canadian government and is required for all provincial nominees.
Now, Kevin proudly holds his Permanent Resident Status and continues to work in the aviation industry in Montreal, a career path he carved out since arriving in Canada.
